Then continue with the steps via CMD or via PowerShell:

Using CMD commands:
1. Insert the OS DVD media into CD/DVD reader.
2. Open a CMD windows with Admin privileges,

Run the command:
dism /online /enable-feature /featurename:NetFX3 /all /Source:d:\sources\sxs /LimitAccess
NOTE: Where "d:" is the CD/DVD drive letter.
